This study was motivated by the low quality of earthquake disaster mitigation education, especially for children with intellectual disabilities. Many teachers have not optimized the use of appropriate learning media, so disaster mitigation education for this group has not been maximized. In fact, inclusive and quality disaster education is the right of all children, including those with special needs. The purpose of this study is to develop and evaluate virtual reality (VR)-based learning media to improve the understanding of children with intellectual disabilities regarding earthquake disaster mitigation. The study uses the Research and Development (R&D) method with the ADDIE model (Analysis, Design, Development, Implementation, Evaluation). Data collection techniques include questionnaires, media and material expert validation, and student response assessment. The results indicated that the VR media developed through the Millealab application, equipped with interactive images and videos, obtained a feasibility score of 80% from media experts, 80% from material experts, and 88.61% from student responses, all of which were categorized as “feasible.” The effectiveness of the media was also evident from the increase in the average student score, from 45.20 on the pretest to 78.60 on the posttest, with an N-Gain score of 0.61, which falls into the moderate category. These findings indicate a significant improvement in student understanding after using VR-based learning media. Thus, this learning media is declared feasible and effective for use in earthquake disaster mitigation education for children with intellectual disabilities.

Open Data and Software Publishing and Sharing
The journal strives to maximize the replicability of the research published in it. Authors are thus required to share all data, code or protocols underlying the research reported in their articles. Exceptions are permitted but have to be justified in a written public statement accompanying the article.
Datasets and software should be deposited and permanently archived inappropriate, trusted, general, or domain-specific repositories (please consult http://service.re3data.org and/or software repositories such as GitHub, GitLab, Bioinformatics.org, or equivalent). The associated persistent identifiers (e.g. DOI, or others) of the dataset(s) must be included in the data or software resources section of the article. Reference(s) to datasets and software should also be included in the reference list of the article with DOIs (where available). Where no domain-specific data repository exists, authors should deposit their datasets in a general repository such as ZENODO, Dryad, Dataverse, or others.
Small data may also be published as data files or packages supplementary to a research article, however, the authors should prefer in all cases a deposition in data repositories.
