Strategy of the Public Company of the Tirta Jaya Mandiri Drinking Water Region, Cibadak Branch, Sukabumi Regency in Ensuring the Availability of Clean Water for the Community

The availability of clean water is an essential public service that directly affects community welfare and quality of life. As a regional public water utility, Perumda Air Minum Tirta Jaya Mandiri is responsible for ensuring a reliable, continuous, and equitable water supply despite challenges such as aging infrastructure, increasing customer demand, and distribution disturbances. This study aims to analyze the strategies implemented by Perumda Air Minum Tirta Jaya Mandiri Cibadak Branch, Sukabumi Regency, in ensuring the availability of clean water for the community. A qualitative descriptive approach was employed, with data collected through in-depth interviews, observations, documentation, and literature review. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña based on Fred R. David's strategic management framework, which includes strategy formulation, strategy implementation, and strategy evaluation. The findings indicate that the company has implemented strategic management through customer-oriented planning, network maintenance, leakage repair, customer complaint management, and periodic operational evaluation. Although these strategies have improved service responsiveness, they remain predominantly reactive rather than preventive, as recurring distribution disruptions and pipeline leakages continue to occur. The study concludes that strengthening preventive infrastructure management, enhancing technical capacity, and improving performance evaluation indicators are essential to achieving sustainable and reliable clean water services.
