Program GAPURA dalam Membangun Sekolah Ramah Anak (Evaluasi Model CIPPO)

This study aims to evaluate the effectiveness of the GA-PURA Program (Gerakan Anti Perundungan dan Ramah Anak / Anti-Bullying and Child-Friendly Movement) in fostering a Child-Friendly School at SD Negeri 24 Pangkalpinang through the CIPPO evaluation model (Context, Input, Process, Product, and Outcome). The background of this study is grounded in the increasing incidence of violence and bullying in educational settings, which necessitates schools to create a learning environment that is safe, comfortable, and character-oriented. This research employs a qualitative method with an evaluative approach. Data were collected through observations, interviews, and documentation involving the principal, teachers, and students. The findings indicate that, from the context aspect, the GAPURA Program is relevant to the school’s needs and aligns with national policies on child protection. From the input aspect, the program is supported by adequate human resources, facilities and infrastructure, and cross-sector collaboration. From the process aspect, the implementation of the program is participatory and consistent through anti-bullying activities and the habituation of positive character values. From the product aspect, the program has succeeded in improving the school’s safety climate, students’ character development, and academic achievement. From the outcome aspect, the program has a long-term impact on the establishment of a child- friendly, harmonious, and inclusive school culture. Overall, the GAPURA Program is effective in supporting the realization of a Child-Friendly School and can serve as a best-practice model for other schools.
