Food security is not only related to the availability of food in quantity, but also includes aspects of quality, accessibility, and sustainability of production. The fisheries sector plays a crucial role in providing a source of affordable, healthy, and widely accepted animal protein. One crucial element in successful aquaculture is the availability of quality fish seed. IPB Punten, as one of the Technical Implementation Units of the Fisheries and Maritime Affairs Office of East Java Province, plays an active role in providing quality seeds needed by fisheries businesses. The quality of the seeds produced is crucial for the success of aquaculture businesses. Therefore, the contribution of hatchery installations such as IPB Punten is highly relevant in supporting national food security, especially in providing adequate raw materials for the aquaculture sector. This study aims to further examine the role of IPB Punten in supporting food security through the provision of quality seeds, as well as assess its impact on aquaculture actors and the fisheries sector in general. This study uses a qualitative descriptive approach. The Punten Aquaculture Installation (IPB) is one of the Technical Implementation Units of the Fisheries and Maritime Affairs Office of East Java Province, with available facilities and infrastructure that can strengthen the operationalization of standardized and sustainable hatcheries. The Punten Aquaculture Installation (IPB) plays a key role in supporting food security, including ensuring the supply of fish as a protein source, supporting food diversification, and improving the economy of fish farmers. It also maintains food price stability and production sustainability by prioritizing environmentally friendly technologies.
