AN ASSET-BASED COMMUNITY DEVELOPMENT APPROACH TO IMPROVE THE WELFARE OF FISHERMEN IN SUMBERAGUNG, BANYUWANGI, INDONESIA

Abstract

This research is motivated by the observation that the overall welfare of fishermen remains suboptimal, despite community development initiatives already undertaken by the Banyuwangi Regency government. A key issue is the lack of a fundamental analysis regarding whether these community development efforts are grounded in assets, an approach known as Asset-Based Community Development (ABCD). Addressing this issue, the study aims to analyze and explain the implementation of Asset-Based Community Development. A qualitative approach was employed, utilizing both primary and secondary data gathered through interviews, observation, and documentation. Data analysis was conducted using a thematic analysis technique. The findings indicate that Asset-Based Community Development is already being implemented in Sumberagung Village, Pasanggaran District. The community is developing the area by leveraging its primary livelihoods, farming and fishing, and its coastal environment. Marine tourism has emerged as a vital source of support for fishermen's livelihoods, with processes ranging from planning and implementation to management driven entirely by the local community. Consequently, local incomes have increased, although not yet across the board.
